Sports and Recreation Risk Management
GLCC carries out its activities/programs mainly at third party venues, either rented or rental free. It is the practice for GLCC to provide its own insurance to cover general liabilities for each occasion or blanket coverage in the case of serial occurrence of programs. Before using the venue, GLCC will notify its insurance broker to obtain a certificate for the purpose.
Since GLCC will use third party venues for activities/events, GLCC will follow or adopt the risk management policy in effect of the facilities’ governing body. However, there are some guidelines that GLCC will diligently observe, namely: safety of the venue, safety of equipment being used, club member/participant sportsmanship, behavior, and welfare of the games.
Safety of venue
1. Before activities/programs start, Field Supervisor or its designate(s) will conduct visual check of the venue to ensure all obvious obstacles and debris are removed from the floor.
2. If finding the venue posing obvious hazard to members/participants, Field Supervisor or its designate(s) will stop the activities/programs, if necessary, and immediately report such hazard to the on-site facilities representative(s) to rid of such hazardous situation. Activities/programs may be resumed after the hazardous situation is cleared. Otherwise, the activities/programs should be suspended.
3. Field Supervisor will fill out a form report of the incident and submit the report to GLCC Board of Directors.
4. GLCC Board of Directors will review the report and make note for better risk management.
Safety of Equipment
1. Field Supervisor will ask all volunteers and people involved in setting up the required equipment for the activities/programs to visually inspect the intact of the equipment.
2. Report any faultiness to Field Supervisor who will decide whether to discard the faulty equipment.
3. Field Supervisor will fill out a form report and submit it to GLCC Program Director who will decide if repair or replacement of the equipment is necessary.
4. When moving equipment, e.g., badminton net poles and ping pong tables, from and to their storage areas, care should be exercised to avoid bodily injury.
Sportsmanship
Every member or participant of the activities/programs should:
1. Demonstrate through words and actions the spirit of sportsmanship, sports leadership and ethical conduct.
2. Treat others with respect and refrain from negative remarks or conduct.
3. Respect the directives of the Field Supervisor.
4. Follow the generally accepted etiquette of the games.
5. Exercise care for and respect the properties and assets of GLCC and those belong to the facilities providers.
6. Wear appropriate clothing and use appropriate equipment.
7. Sign a waiver indicating consent to waive his/her rights to sue GLCC, its directors, representatives, agents, volunteers, staffs, coaches, instructors and affiliates, and indemnify them from any liabilities arising from the incident/accident.
Agressive Behavior and Abuse
1. In case of any behavior that constitutes harassment, where harassment is defined as comment or conduct directed towards an individual or group, which is offensive, abusive, racist, sexist, degrading or malicious, the Field Supervisor or its designate(s) has the right to warn or expel the member/participant committing such act.
2. The Field Supervisor will fill out a form report of the incident and submit it to GLCC Board of Directors.
3. The Board will review the report, investigate and decide if further sanction should be imposed upon the person committed the offense.
4. In the situation such investigation warrants a suspension of membership or participation, the Board will inform the person committed the offense in writing with the decision of the Board.
5. In case of any behavior that constitutes sexual harassment, where sexual harassment is defined as unwelcome sexual advances or conduct of a sexual nature that is offensive and unwelcome, that creates an intimidating and hostile environment, or that can reasonably be expected to be harmful to participants in the sport environment, the Field Supervisor shall, upon receiving such complaints, immediately investigate the matter by interviewing the suspected offender and the complainant and taking down notes in a form report.
6. If the complaint is valid after the investigation, and the incident is not criminal in nature, the Field Supervisor will warn and order the offender to leave the site.
7. If the offense is criminal, or upon the request of the complainant, the Field Supervisor will alert the representative of the facilities for help, such as calling the police.
8. The Field Supervisor will submit the form report to GLCC Board of Directors for review. The Board will review the report, investigate and decide if further sanction should be imposed upon the person committed the offense.
Bodily Injury
In the case of emergency, i.e., bodily injury,
The Field Supervisor or its designate(s) will:
1. Immediately alert the representative of the facilities for help, including calling an ambulance.
2. Assist the injured person in finding medical treatment.
3. Record names and contact information of any witnesses. Obtain and record detailed descriptions of the incident from the injured person and witnesses.
4. Take pictures of the area where the incident occurred.
5. Complete an incident report and submit it to GLCC Board of Directors for review.
GLCC Board of Directors will:
6. Refer the above report to the insurance broker.
7. Investigate and analyze the cause of the incident and take steps to prevent and/or respond better to similar incidents in the future.
Staffs and Volunteers
Given the nature of business of GLCC, the staffs and frontline volunteers are required to submit to the organization a Police Check Report. If necessary, GLCC will pay for the check report fee.
All the staffs and volunteers at GLCC are required to serve the community with professionalism. They are expected to have high standard of behavior and ethical conduct:
1. Demonstrate through words and actions the spirit of a serving heart.
2. Treat others with respect and refrain from negative remarks or conduct.
3. Refrain from any behavior that constitutes harassment, where harassment is defined as comment or conduct directed towards an individual or group, which is offensive, abusive, racist, sexist, degrading or malicious.
4. Refrain from any behavior that constitutes sexual harassment, where sexual harassment is defined as unwelcome sexual advances or conduct of a sexual nature that is offensive and unwelcome, that creates an intimidating and hostile environment, or can reasonably expected to be harmful to person(s) in such environment.
5. Complaint should be directed to GLCC Board of Directors for investigation within 7 days of the incident.
6. If a complaint is found invalid, the Board will dismiss the case.
7. If a complaint is proven valid, the Board will,
in the case of a staff, immediately dismiss the staff, and make note that re-employment will not be considered;
in the case of a volunteer, immediately bar the person from future volunteer opportunity.
8. Either a staff or a volunteer, if found committed sexual harassment and upon the consent of the complainant, shall be reported to the police for further investigation.
